Android - No
Mac(NOT iOS)- Yes (but you need to play around with mac os to make it compatible with SA-MP)

This guy is right. If you have SA-MP installed on your PC and you configure it for remote control, you can play SA-MP from an OS such as Android by using a remote control client. The FPS will be low though, and the gameplay not so enjoyable. Also, in all this time you need your controlled PC to be online, so it's better to play directly on it.

I've tried this personally.
