I'm trying to install Dizz Nicca's ENB and it says that. Any help?

Probably caused by the ENB itself, not a problem on SA:MP's side.
Either way, I don't understand why people modify the game, I prefer the base game.

Try installing it in a default game, it might work, if it doesn't, close all the apps that has an overlay ingame.
