So if the person A got account in Game-MP and buy Hosted Tab for person's B server BUT person A don't own any server, is it still against rules?

You must own the IP address that you put on the Hosted Tab. So person A can ONLY buy Hosted Tab for person B if they also host person B's server on their hosting.
