Hi
Appeared a guy offering launcher to the server. Since the rule talks about it:

(b) You may not connect to the SA-MP master list using custom software unless
permission is granted by the service provider.
But I can use an external program (launcher) using sa-mp.exe and then connect to [ur]my server[/u]? (only my server).

(The program will only connect the IP directly to server.)

You are not connecting to the master list. That article is there, so people don't create their monitors, server lists, etc using SAMP master list.
You are simply connecting to the provided IP, there's nothign wrong with that.
