Admin system FIRST :) - Bulgaria - 13.04.2015

hello i want to delete my old admin system and i want to create a new system but i want to have windows pop up when i type /cmds and it will be easy to find what i need and make a register system when someone connect to this window pop up and make him to type his password and if they dont i want server kick him out maybe is hard or easy but i try to make it but i want someone to give me a little tutorial about this windows and what i need to make all of this? o shit i forgot i want to make level system too
