problem with Faction Creator [Dynamic] sii inc - 5002 - 09.04.2015

hi i download this fs but it not compile and say
fatal error 100: cannot read from file: "SII"

i haave SII.inc in my includes
also linked at fs #include <SII>

i dont know why it not compile
