What is best ADMIN SYSTEM?

It need:

- Good anti hack/cheat system
- Good ban system ( may like: tempban and ip )
- Login/Register
- Easy to use for my gamemode

I would suggest everything whit mysql to be probably the best for files are scripts whit yini or sii
