Sorry, but this isn't the place to get questions about the South Central script in particular, this section is more about the SA-MP server software support than scripts.

That basically means that the field "OwnsBillboard" is missing. I am going to guess that it should be in the player data table; so basically just add the "OwnsBillboard" field in the player data table, and it should be fine.
But next time you should be posting this question in the SC-RP release thread; not making it's own thread.
