2) Windows version - Windows 7.
3) Video card type - built in CPU
APU: AMD Kaveri A10 7850K
*CPU: Quad Core up to 4 GHz
*GPU: AMD Radeon R7 at 720 MHz
4) IP:Port (if any) of the server you are trying to play on - 5.254.123.6:7777
5) If you are crashing, paste the crash report in your post and say when the crash occurs
6) If you are crashing loading SA-MP, please say whether GTA:SA single player works (test it)
7) Do you have any other GTA:SA mods installed? e.g. new vehicles - not.
Screen:
In the 'Hosted', 'Internet' no any servers.
I trying to reinstall GTA and client SA:MP, it's not helping
Firewall - off.

Did you try reinstalling SA-MP?
@Stuart: He's having a general issue with all servers listed in the client.

Hmm...you could use a VPN client to see if you will get a stable connection to the servers.

Don't be an ass and just explain how you fixed it, others may have the same issue and could've solved it as well if you would've provided the answer.

I written to the my ISP, and his changed my IP. It is a solve for his problem

Most people "fix" what they claim to be an issue, yet say nothing about how they fixed it.
If many people are trying to help them it makes it incredibly hard to know what fixes are fixes. This is after all the reason we have the forums, (For sharing and contributing) and why we also have a search feature up top so people can search for the answers they need.
When people don't reply back saying that they've fixed it, 2 things happen. First, the people searching won't find a thread with a "fix", and second, they make a new thread even if they've found 30 results because after the first couple they assume the problem hasn't been fixed due to the 3 they've just read.
