Hello , the title explains everything whats's better for samp hosting or specially rp GMs , windows or ubuntu server ? , and if it's only 1 or 2 cores and 2 gb ram will it cause lag ? (Ps the upload speed is pretty good)

I'll definitely go for Linux OS, as it takes less resources, having more available to run your server.
Windows may be used only on very performanced hosts.

Windows is not that suitable for game servers. Go with Linux, save money and have better performance over Windows

"Only". Geez, dude. You can run a small to medium sized server on a single core and 256MB RAM. Only the ignorant choose Windows. It eats resources, it's less secure and you have to pay license costs.

Using Linux is indeed the best option to run all kinds of servers, including SA-MP.
