so i wanted to start making IOS games but what programs do i need im on windows xp and how can i publish it for free?

IOS Games is like only some people have IPhones i consider u start with android ..
it is much easy.
and idk what to use for IOS
for andriod u need to use Andriod SDK.. serach for it.

I don't think doing it over two different operating systems would be ideal.

You cant officially develop or publish IOS stuff for free. It is 99$/year for the developer license, including the permission to publish your stuff in the app store.

You need to learn Swift to make iOS apps, and you can't publish it free, as Mauzen said.
