Run it... Connect to it...
What you really need to do though is allow the windows firewall to accept port UDP 7777, or disable the firewall completely via control panel (Not recommended), and then, if you want external players to see it, also port forward UDP port 7777 to your Windows 7 machine that is hosting the server.

Make sure you have "Microsoft Visual C++ 2010 Redistributable Package" installed in your PC, ****** it to download.
