Download a Virtualization Software such as
http://www.xenserver.org/
http://www.vmware.com/

those are software you use to make a VPS.

A dedicated server is an entire computer, there is no way to "make" a dedicated server other than buying the parts to build one. A Virtual Private Server (VPS) is basically a shell with an operating system running on a dedicated server that acts like a separate dedicated server.

Yea.But its gonna cost you a lot of money.So the cheapest way to get a dedicated server is by renting one from some provider.

Get a dedicated server and create VM/VPS on it, you can use any software like solusvm or HyperVm to virtualize the server.

Hello,

I used to use SolusVM back when i hosted VPS's and i found this software very user friendly however licensing per month is the same as the cost of a cheap VPS suitable to what you need to host a single 100 slot SAMP server ($10 a month) however this would be a Linux VPS as Windows VPS your looking at around 2GB of RAM for it to be of any use without causing lag on RDP and on peaks. To my knowledge the cheapest is around 20$ for something like this.
