No they cant...0.3.7 is not released yet and you can not announce 0.3.7 servers on master list (yet)

just only other people can see your server in the internet list

If you host your server on a windows root, check if announce.exe is started by samp-server.exe
If you host your server on a linux root, check if the announce file have chmod to run by samp-server file user.
