Try deleting gta_sa.set from your documents > GTA San Andreas Userfiles, or if it still occurs try removing your mods.

Close other programs (if-opened) like msn, skype, or ******** chat software also check your start bar tray, Close all stuff.

I think, try closing all the programs and it will work i think, close all things, it disturbs because of the programs update or something, try closing all and then try? I hope that will work.
