To be honest i dont really think it depends on the city which the script is implemented. I guess it depends on how the script works.. Professional by all ways

Los Santos seems to be a nice city since that's where everything begins in single player.

Quantity and quality is all that matters, it can be in any city, as long as the server possesses both of those aspects.

Just search the Gamemodes folder and you'll find one easily.
