Hello , recently i was checking servers and my friend offered me a VPS and the details are following
Ram = 1gb
Hard Disk = 10gb rAID 10
1vCore
unlimited os install
1 ip
1 ipv6
100mb port
Price = 8$ per month.

Nobody could tell you if your server could work good for any actual VPS unless knowing the company it's coming from because for all we know they're over-selling their VPS's and you will be lucky to get any type of speed through that 100mbps port being shared with who knows how many people.
Network is a big factor in hosting any server if you plan to get any actual players, anyways besides network those specs are completely fine to host a decent server just nobody could tell you if it's going to be good or not based off if the network will not be being choked by other people sharing your port and that's something you need to speak to your friend about.

At most hosts, VPS only suits for unstable development, testing environments. Nothing else

If you need stable hosting buy a Game server or a Dedicated Server

If it will work depends on the factors mentioned above, and most important: your ability to run the server.
