When i opened server samp i give error "The procedure entry point FlsGetValue could not be located in the dynamic link library KERNEL32."

You gotta' use Client Help pal. This is for scripting help only. But from what it looks like you haven't got the correct KERNEL32.dll file, not that I know anything about it.
