Find forums that requires certain entries to win VPS'es. But I assure you it's a long way until you're able to win one. Even if you do, I doubt it's going to be a windows vps. Just get some money into your bank account, register a debit card and buy one from OVH, nothing comes for free.

I got a VPS from haphost.com but it's Linux..
I used it for TeamSpeak not for SAMP,i can used but I think it's so laggy,i heared there's so many people Got windows VPS for free...

Free Windows VPS dont work nicely and are very laggy i dont think you should go for them to run a SA-MP server or website
