Hi, i have gagi's dynamic house creator , when i use YCMD:changespawn , will spawn me at normal place Civils or Faction

Because if you use something else in gamemode (OnPlayerSpawn) and other code in filterscript, this code from gamemode will work. You must put this script into the gamemode.
