Hello,

Have you tried this:

connecting with server EXTERNAL ip with port 3306 (if no port specification needed then just external ip).

Im assuming this is a hosted server i would also recommend trying localhost instead of 127.0.0.1 because if your account permission are set to localhost on a mysql account it wont accept 127.0.0.1 unless its flag is set to 127.0.0.1 (differant from localhost)

Is this your home web/mysql host or web one? If you are using Cpanel make sure to go to Mysql Remote and to allow server IP there.

He is home hosting. He just added me on skype and was saying gimme a free host as im not allowed to buy one.

Likely running from XAMPP with closed ports.
