You're in the Philippines right?

Globe doesn't allow portforwarding as far as I can remember. You have to call them and they'll ask you why and what you need it for, etc.

I've used them before and I switched over to PLDT for that particular reason.

Yep, You're right. Globe (ISP) doesn't allow port forwarding because of some reasons. You can try switching ISP.
It will be better if you will use Free Samp Server Hosting, I can give you 40 slot server 24-7. PM me
