I was wondering if there is a way for people to listen to my User Track Player in SAMP, is that possible?

No they cannot, that is a client sided audio file. Now you could script the audio from a internet radio feed to play for you and the other players.

Also, how do I make filterscript folder, server.cfg, and add the music script to the two servers?

Sorry for the questions, I been using SAMP for months now, and now I want to try scripting music streams for other severs.

1. You need to import your own music tracks to kiwi6.com site (recommend)
2. You have to follow this tutorial: https://sampforum.blast.hk/showthread.php?tid=301986
3. When you done the script exctract your radio to filterscripts & go to server.cfg and add on
Filterscripts your gamemode name.
4. You got your own radio system and everyone can listen to the tracks.

You can't change the script of servers that you don't own.
