Hi,

With this function you can restart gamemode. It'is possible that cheaters can use this function with programs and restart you gamemode?

No it is obviously not possible if they are hacker they can easily hack your server

No one knows your rcon password. Only you
There is no such program or some sort of .exe application that can restart your server by sending commands.

Hackers arent restarting your server by using such command. Maybe they are trying to DDos your server but they failed after seconds so the result will be a RESTART.
