What does it mean? Why it occurs?

Edit: I have deleted the streamer plugin and now it is fixed, but still why it happens? It never happened for me before.

It happens when you don't have Microsoft C++ Redistributable ... I think you need all 2008, 2010 etc

Don't ever try that ^^ , Most of the times it won't work + I've seen somewhere these type of downloads can have bad effect on pc...
