SAMP Microsoft C++ Runtime Library Error - Boaty447 - 18.10.2014

So I keep getting this error about Runtime and its been happening for a long time now a couple months, I currently use the downgraded steam version and I get the same error as I did without the steam version. I have done many things like, Run as Administrator, Run Compatible with Windows 98/Windows Me, Download Latest visual (didn't work because I always got a report of having a newer one) Along with Framework. I deleted that gta_set file. I really have no where else to go to find the solution of this error so if I can get some help that would be well appreciated.

I just reinstalled windows but if anybody would like to put suggestions so other people can see and be helped that would be great! thanks for the help everyone.
