It is not, 40% off, not for free. Actually, it might be some kind of beta. So you try the game out and than you buy it, happened with F1 when it first got released.

On steam when i search the game it says "Aleardy in your libary" And i havent bought it or anything. It just came there and it says Install.

This is something which happens everytime on Steam, nothing new. You just own the specific game for limited time, but after sometime it will be gone, so it won't be called free.
