I am new to SA-MP map construction and I have a problem in how to spin objects.

I think it was ctrl pg up/pg dn to spin it downwards or upwards.

Hold down CTRL+MMB, move your mouse at the same time. Or you can use the Movement tab and the nudge tools.

go on movements and uncheck that little box.
