This error only appeared recently, I have clean copy of San Andreas.
This appears whenever I try to join a server.
When I keep spamming the button eventually I get in game.

I am running windows 8.1 Professional (64 bit).

Updating to 344.11 driver did not help.
Having the same issue.

Deleting GeForce Experience 2.1.2 solved the thing...
(Really NVIDIA?)

It must have been GTX 980's fault...

The same happened to me, thanks for the help.

But I uninstalled version 2.1 and installed the 2.0 (works) and disabled updates for GeForce Experience.
