Are you using Tor? The message is self explaining - it's detecting you as a Tor exit node and it won't let you connect. It's not uncommon for Tor exit nodes to be banned from services as what seems like a high level of anonymity tends to bring retards and trolls.

Probably the IRC server has some antibot ... If you want I can refer you to a server where you can connect normally
