Well honestly, their is no "good" way. A lot of people try to range ban, Hotspot shield by their starting IP range:

The above is a list from someone, I didn't check how old it was. It shows the IP Ranges Hotspot shield were using that the time post the post. However by range banning an IP range, you may also be range banning other legitimate players from joining your server.

An IP Address is usually assigned on your location so for example the first two ranges 82.32. could point to Europe (which they do). Obviously not the entirety of Europe just the UK (south), france, Netherlands, some others.

Then the other two ranges further narrow down the location, until you get to the final number which is your house or the clients house.

You could also look around for a Hotspot Sheild IP list:

Some are here, but again I don't know if those IP's are still in use by Hotspot shield. Adding these to your samp.ban will prevent those IPs connecting.

The most effective way is to persevere, the more times he connects the more VPN IP's he's giving you. In a way he's making your server better, and decreasing further work of detecting ban evasion. As your server matures, VPN IP's will naturally become banned... resolving your issue.

Have not tried this https://sampforum.blast.hk/showthread.php?tid=508330, but you should give it a try.

There's literally thousands of proxies. You could create an API to use things such as Stop Forum Spam and other sources that list VPN/proxy IPs that are commonly abused, but I've seen lots of false positives with systems like that, especially in SA-MP, so honestly, use good administrative techniques and they'll eventually give up.
