Do you mean that when a level 1 admin attempts to kick a level 180 he the level one amped min will be kicked instead?

You could always try it out yourself rather than saying "can any , give me code". It will vary based on how the admin system is coded, but the general concept is the same - it'd just be a simple if statement in the kick command.
