I had someone attack this problem. Playing style keys on your keyboard to not see server and server can be shut down when it reaches 100%.

Lol, I think you server is DoS Attacked so everytime Shut Down the server you will do it make upload and restart then not fixed , That should be problem is the host ask about the owner of host or admin.
