So my friend wants to do drive By but he cant he gets out the window but doesn't shoot what could the problem be?

Ugh.. Ask him to check his settings. Is this brought of steam? because when I tried to do a drive by on single-player (steam edition), witch it wouldn't let me, I got killed a billion times. R.I.P. CJ.

if it is in SP than it's his settings or mods. If it is in MP then it's server sided.

You can do it as the driver or passenger? If he can't do any of it. Is there any rules or guidelines about having the ability to do it at a certain point?
