Well, it looks like some files are missing.
Have you already tried to download San Andreas from another website?

I'm having this issue too and it's a NO to whoever says that server has a serverside nametags, its "not".

Basically, it's an issue with Windows 8.1/Certain Graphics Cards, and as far as I know has nothing to do with the way SA-MP works.

If you are using INTEL Graphics,
Downgrade the driver and it will work.

Try installing latest version of sa-mp or connect to anyother server and check if that server is also dont having the healthbar . I think the server uses a script to hide the health bar .

I have an Intel core i5 and am having the same problem. I searched a lot about it and found many threads. All I saw was about degrading the drivers. Its a problem with the Intel drivers, I guess.
