I uploaded the server and when i join and reagister and try to join i found my self register agian Can some one help me ?
and how to be admin in my server , it online

Either:

1. It's not properly connected to the sql database

2. There something wrong with the registration script.

The ip mentioned is a private ip address from a home or otherwise private network and it's not public to the internet directly. The chances of 'hacking' based on the IP address alone is well laughable. Click here for more information.

As for the original problem, if it's making you register again and you have uploaded the database to the server correctly, you may have forgotten to change the login details. If the mysql plugin is unable to make a connection to the mysql server it won't be able to load your account details which would cause you to have to register again.

Just verify the connection details are correct (IP, username, password etc.)
