JernejL's map editor is just showing water: - Twizted - 13.08.2014

The problem is shown at the image. The files are inside the GTA San Andreas root folder but the textures do not seem to want to show up. What should I do?

change map editor version, it's should works.

Try an older version. Here is the one I use, this is before the Clear all button "fix".
