I don't think so there is any problem with your gta sa or samp. I guess your windows have some problem.

Hello,
You should provide more info about it, like from when it started showing you this error, or what did you install last time in your gta sa, etc. Most probably this error can be fixed by:
----> Right clicking on gta_sa.exe --> properties --> compatibility --> Run as Windows 98/Me
Or
----> Re-download gta_sa.exe and replace with current one. Or delete gta_sa.set from documents.

That used me to happen. I fixed it by changing the compatibility mode to Windows XP Service Pack 2.
How?
1. Right click on your "gtasa.exe" shortcut.
2. Properties
3. Compatibility
4. Set it to "Windows XP Service Pack 2" or other similar to that.
5. Open the game.
