Really smart.

I'd suggest to create a list of best times and things like that, add explosives that fall from sky to make it dangerous and more awesome, think of ideas like that.

Top list, different race types, different lists for every type, car tuning, money, NPCs for race start, drag racing would be awesome... There are more than 10 NFS games, just get ideas from each one. Maybe make a police group, to try and catch the racers?
