I believe that you can't, but you can use a timer and keep setting the health for the player.

I don't think that is possible, the work around would be to keep their HP set to 100.

The oxygen isnt a synced value in samp. The server doesnt know about the players oxygen, so you cant get or set it.
Eventually the Samp+ plugin will allow to do that some time, but it will need a special client addon for every player.
