It shows 'server didn't respond' and I'm on 0.3z and got GTA:SA all working.

You mean your own server?

if yes, Maybe you didn't port forward it. If you can't port forward go a buy a host or use a free host

i think you can't Join to The Server ?If that Right..
Maybe Server Version 0.3x or 0.3e..

Other servers, they don't respond.

If you're using 3z you can connect to the servers that are running on 3z mode, check it in the box below the player list. Also check if the server you're trying to connect is online, and your ping is not more than 950 (average ping).

If it happens on every server, then your firewall is blocking incoming and outgoing connections. Add sa-mp as an exception and try again.
