Ok so about a year ago my friend had a server and it was me and him as real players, and like 28 fake players and he would not tell me how do it...I'm not sure what it is called but how do I make it?

P.s the players would not be loged in so they would not be on the streets or anything

Don't think of doing that on your server. SA:MP could ban your server if they find out.

Anyways, they use RakSAMP to connect fake players.
I've warned you, so don't complain if you do so.
