Plugin instalation - Seifspeed - 13.07.2014

I wanted to use this filterscript : https://sampforum.blast.hk/showthread.php?tid=303828
But It Requires A plugin Called File Manager : https://sampforum.blast.hk/showthread.php?tid=92246

Normal plugins are simple to install just put .dll in plugins directory and add it to server.cfg.
But This One I have No Idea How To Install It Please Help Me Out.
