Install the latest <a_samp> include then recompile your script. Make sure your server isn't 0.3x or any older versions.

The problem is samp-server.exe/samp03svr is not version 0.3z R3 but an earlier version (possibly 0.3z and the functions were added in 0.3z R2-2).
