I wonder if sa-mp team have some rules about making a server and can they close a server if the scripter of it has broken any of these rules?!!

They wont close a server, no matter what you did. If someone joins your server and tries to make you do what he says to safe your server, ban him, the samp team wouldnt do that.
They can remove the server from the masterlist though, so it wont appear in the server browser, and remove all links to it from the forum, and that already happened in some cases where people violated the stuff posted above.
There isnt much a pure pawn scripter could do to break the server rules anyways. But even if youre running your server illegally, they cant and wont "close" your server, this is bullshit.

Yeah, he has a good point. They can remove all references to your server, how-ever they can't shut down a physical server from operating.
