When I try to add fire trunks in I get this

Close gta before trying to use the map editor. That is what the message means.

Exactly this. The map editor tried to read the gta3.img file while it was being occupied in another program, thus resulting in the error message. So, make sure you close all programs that use your gta3.img file before running the map editor.

You can also get it by modding certain models of your GTA SA game. At least that what happens for me. I go near the object I edited and I get it a couple times here and there and it lets me continue before running into said object again and it comes up again.
