Well, actually this is not a section to ask these kind of stuffs. Pressing horn key to fire as a passenger doesn't even belongs to OnPlayerKeyStateChange callback since its samp's default feature. I assume your horn key is probably set to other key in your gta's settings.

The problem might be that you have edited the controls.

my key It's true
when enter car by key G (passenger) and when press key H Nothing happens
This means that there is something deleted in script !
