server lag!!! :'( - Clergy - 21.06.2014

first i used to use a script on an other server but it was lagging on a host commands was being responded after a seconds. Then i changedthe script but there was only scriptfiles and gamemode so i replaced it with that old lagging script and changed the host same problem occured.Was this the problem because of plugins and includes.

P. S:

1st: not the timers problem
2nd: not the hosts problem

i guess its the plugins or includes.

my friend aswell he got 50 ping but cmd respond after 10 seconds

but my friends server using same host but no lag i think i should add y_ini
