RAM doesn't mean anything check this wiki page:

Also don't bump your post less than an hour later. Have some patience at least, not everyone sits here refreshing waiting for someone to post something (also wrong section, it should go in the Server Support section).

SAMP use only less ram. Ram usage depend upon your gamemode / script. 1 GBps connection is enough for SAMP. Slot is not matter. You can keep slot as you wish as the VPS is owned by you. As player Increase Ram usage also Increase. Your SAMP server will be running perfectly with 2 GB ram.

Fernado I know I can run 1 samp server perfectly but I want to know if I can host more than 1 with those specs

You can run hundreds of servers if they all have 1 player in them at most, if you run 2 servers on it both fully populated at 500 slots then yea it will use a lot more bandwidth. Also if you were going to be hosting a load of players you wouldn't want a VPS anyway as it isn't dedicated resources. But that's only assuming your going to have hundreds of players all connected to your server at the same time.
