NetworkSolutions offered this before(domain for 0.5 $, but a year after you had to pay about 32.99 $)
Also register.com offered but that was a scam according to this source
Anyway, you can buy a domain from Godaddy or hostgator, there are more, just ******.

I don't think there's a domain that cost lower than 1$ / 1Ј! Why are you looking for a domain that cost 50p / 50c? Why can't you buy a domain but you can afford to buy a desktop / laptop? Anyways the cheapest domain seller I've seen so far is CrazyDomains (They are always on sale that's good!).

I had problem with them related to DNS updates, domain activation[sometimes the domain is pending activation for 3 - 4 days, and then they simply say it's "fraud"], and to have support of them[in the last year] was a head ache.
I don't know about them currently, since I don't have any domain there.
